I’m with Snuffster on this one. That looks identical to a Mayan or Aztec ritual probing tool, but you all can use it for what ever you want, I suppose. (It is also where the term "spooning’ came from…bleh)
Do you mean the Czech tool or the original thingus? The Czech tool (when not used for my pipes) is handy for filling bullets/glass vials and doling out a pinch in a sanitary fashion. No cocaine or probing involved.
I use mine exactly as NPC says…it’s great for transferring from larger tins to smashboxes…nice lil shovel and a tamp to avoid spillage. Also the reamer/shovel/spoon works great for the heavier, moister snuffs for me. Obviously I just get a bit of snuff on the end of the spoon, and not a whole shovel full…lol! However, I believe the OP is seriously looking for the original item in question and would appreciate any help finding one.
