Does anyone know where I can buy hole leaf in the UK. Or if I buy it from the US what does HMRC have to say about it. I want to have a go at making my own snuff but not to pay the tax on rolling or pipe tobacco.

That website says “Sorry, no international shipping at this time” on the front page. @Brandasaur, even if they DID ship internationally, what do you think would happen with Canada Customs? The “whole leaf isn’t tobacco” thing is a US-specific law - in Canada, it most definitely IS tobacco, complete with $130/pound taxes. Isn’t it? Regards, Geraldo

Whole leaf with stem in is not considered a tobacco product re duties/taxes in Canada. As soon as it’s processed in some way, then it’s different.
