In the same period it also manufactured 450 tonnes of pipe tobacco for the UK and various export markets, and 67 tonnes of snuff tobacco, mostly for export to West Africa. 67 tonnes seems like a lot … anyone ever heard of any west african snuffs ?

Yes I have. In some parts of west africa snuff is extremely common and cigarettes unheard of (some of these places antibiotics are almost completely unheard of too.)
Yes, in many parts of Africa snuff is big, and chewing tobacco as well. Makla, North African-type “snus”, is manufactured and sold in Europe.
I saw an episode of Globe Trekker last weekend. The episode was on Morocco and the host was offered and tried some Moroccan snuff when he complained about the smell of leather tanning.
