Its seems somebody had gone to considerable trouble and expense to made bullets out of titanium. Bullets can be made out of cheaper and more easily worked materials such as alloys or stainless steel. No doubt someone has a good reason for making these expensive bullets. I would just like to know what it is.
They’re made for ninjas, they fill them with Fubar Bohica. Seriously, though, I see no reason for them either. On the other hand I make stuff out of silver and gold that serves no useful purpose, lol.

So I take it that Fubar Bohica will eat its way through an ordinary steel or alloy bullet. Like the molecular acid in the “Alien” film.
I think that the weight difference is the factor. Titanium is much lighter than stainless steel, gold or silver, plus the durability factor
Someone did this with ar15 receivers too, when again plastic has been shown to work adequately for the application. But you gotta admit for the guy who has everything they’d probably love to get a titanium version of something:)
