Unfortunately, there’s no easily-penetrable market for naswar outside your (pretty vast) region and maybe the UK (that is, bearing in mind the size of British Pakistani population). Your only hope is online sales (Mr Snuff). It would only be possible to market it as “chewing tobacco”, because just as in the EU it is forbidden to place on the market “oral tobacco” (snus and naswar fall under this category) in the UK. You might even have to modify your product, omitting the addition of binding agent, which would make your naswar less appealing to the potential buyer. Besides, naswar is already available as under-the-counter commodity in the UK in many Pakistani groceries. In some places it is sold as dry mixture in large bags and buyer has to add water and beat/knead it at home.
Belgium-based Sifaco (owned by Algerian family) already feeds Maghrebian emigrants in the EU with their Makla brand chemma “chewing tobacco” (which is basically a coarsely cut naswar without binder, alkalized with pure alkalis instead ashes, definitely not chewed), German Pöschl also has placed similar products - La Prise and Chema brand chemma (containing bentonite as binder) - on some EU markets, and - I believe - the demand is already met.
Sifaco’s attempts to conquer the US market with similar products, even re-branded as “dip”, were not successful - American fellows here can confirm that Makla/Silverback Dip hasn’t gained any popularity among the users of actual dip. And it would be virtually impossible for a small manufacturer like you to enter the US market.
One thing to consider - exporting raw Nicotiana rustica whole leaf tobacco to the EU. You would need to find Germany-based whole leaf tobacco vendor willing to import raw rustica tobacco. Some Germany-based raw tobacco vendors sell whole leaf tobacco within whole EU. One of the most popular vendors is Eurotabak: https://eurotabak.de/Tabak_1.
I can tell you for sure that it would have quite a bit of demand among DIY folks - people who make their own smokeless tobacco, nasal and oral.
Incredible fact - there’s not a single whole leaf Nicotiana rustica seller in whole EU today. So, a potential niche for you, my man.

Only in Germany some Stoker’s long cut dip and chew products are placed on the market, namely: Stokers – Gerd Jansens Pfeifendepot & Werkstatt e.K. . No Grizzly, no Copenhagen. Nothing of that kind.
You can find twists and twist bits (pre-cut twist, think Oliver Twist and the likes) in the UK, Scandinavia, Germany and Netherlands.
Chewing bags is a thing of the past already. Siberia and some Oden’s brand CBs are still sold in some countries, but all other brands are gone for good since industry has switched to nicotine pouches, which are legal in most countries here (in contrary to snus).
Snus is only sold in Sweden, Norway and Switzerland.
Makla brand chemma is sold in France, Spain, Italy, Switzerland and Czechia. You can also find Pöschl’s La Prise and Chema brand products in France. The latter brand is also placed on Spanish and Italian markets.
Whole leaf tobacco is only sold by Germany-based vendors (at least a couple of them do ship within the EU).
Sweden-based online store northerner.com used to carry virtually all American dips and chewing tobaccos of all kinds. They even added some American “dry” snuffs to their catalogue in the last years of store heyday (Dental, Tube Rose, W. E. Garrett, Checkerberry; small and large cans). Sold without VAT, dips were cheaper than snus, some budget brands were ridiculously cheap, like just over a buck per can. So, we had a decent supplier. Besides, one could procure a roll of budget lössnus (shipping within the EU included) for a mere €16€ back then.
All the fun has ended abruptly with the advent of bloody nicotine pouches, when Northerner was devoured by NP-pushing Hayyp Group six or seven years ago.
There’s a lot of EU going on for a bloke in North America. Canook? If so, good luck. Stateside? Man we can find you some fine international leaf. Marketing? I hope you like crowds of assholes. Go to rodeos and motorcycle rallies and hand out 15g [size] 10g net tins. Work on your state tax id for tobacco and wait for the orders to roll in. So much dip/chew has gone to salt since the monopoly of the American Snuff Corporation, something without stems and easy on the anise would be a bomb dropped on the market. Also, once you have a tax ID you can go to auctions in the tobacco belt to bid.
