I’ve tried a few Toque fruit-flavored snuffs, but am looking something more intense, like a mentholated jolly rancher. Any suggestions?

Give Jaxons Frosted Apri (-cot) and Frosted Ripple (raspberry) a whirl. For a mentholated cherry, Ozona C-type.

SG fruit snuffs are strongly flavoured when fresh, be warned that SG uses only artifical flavours which should be up your alley since you want a jolly rancher flavour. Not sure which ones have menthol but you can add menthol to any snuff by adding a small pinch of strong menthol snuff like Hedges or Toque Menthol that way you can control the menthol level to your liking. Make small test batches until you get it the way you like it.
