I’ve reading up on the regulations regarding the mailing of tobacco(excepting cigars) between individuals. The PACT FAQ then directed me to the USPS regulations. The exception is as follows: Individuals sending shipments under the “Certain Age-Verified Individuals” exception must furnish proof of age at the time of mailing and must orally confirm that the addressee is of age to purchase tobacco at the place of destination. In the case of all mailings by individuals, the operative legal age to purchase tobacco is age 18 in all states and U.S. territories and possessions, with the exception that the minimum age is 19 in the states of Alaska, Alabama, New Jersey, and Utah, and in Nassau, Onondaga, and Suffolk counties in New York. Shipments sent under the “Certain Age-Verified Individuals” exception must be infrequent (no more than 10 shipments in any 30-day period) and weigh 10 oz or less; however, no special weight limits apply to shipments entirely within Alaska and Hawaii. Note: these rules do not apply to cigars, which continue to be mailable matter. Does anyone have any experience with this procedure? The reason I ask is that I live in Texas where the only dry snuff seems to be 2 American Snuff Co. products, Sweet & Scotch. I may have a private contact in a state where there are more choices. Have it sent via UPS or FedEx and you shouldn’t have to worry.
No, that’s a waste of money. Just send whatever you like. We trade with each other all the time here through the mail. Its perfectly legal.
I’ve done dozens of trades members here. Some outside the states but most within. I’ve never had a problem with any package I sent via regular usps.

So would I. All I can find locally is Garrett’s Sweet Snuff and Scotch Snuff. The Swisher sales rep for my area is supposed to call me back with a source for Swisher snuffs, so we’ll see.

Did you not read the OP? He quoted the USPS regulations on private shipments of tobacco. I pointed out that he could send via a private courier and not have to worry about the postal service requirements. Just because you break the law by not declaring tobacco in your packages doesn’t mean winston61 wishes to do so. I assume he does not if he is diligently researching the regulations.
I’ve mailed snuff dozens of times. I’ve declared it on customs declarations even. I’ve never once been asked by a postal employee for this proof or declaration. If they ever start asking then I will tell. Technically, according to the law, they all need tracking and delivery confirmation as well, though its not mentioned here. Also probably signed for since it can “not be delivered or placed in the possession of any individual who has not been verified as not being a minor.” As it stands there is no form to fill out or any sort or request for any declaration offered. This was an exception to a law, which if you read top to bottom is very incomplete. The law itself was very sloppily written, but the exception has gaping omissions, not to mention is unenforceable. Private couriers have rules on tobacco too, which one could also research and find.
Any one on this forum is already of legal age to consume tobacco products.
