Just from curiosity I am wondering: are there any snuff base flour mills left in England aside from Wilson’s and Gawith?

To the best of my knowledge, no.

I get the impression that Toques and McChrystals are coming from Wilson’s mill. The grinds don’t look ‘fluffy’ like the grind of my Gawith snuffs (SP & CM)
