The snuff was quite popular in Belgium in the beginning of the last century. Unfortunately the first belgian animal rights association (VRAB) forced the king to ban this snuff, and it remains restricted to process dogs into snuff there to the very day. This excludes cats, reptiles,and postmen though.

@Xander: Yeah, sortof. I was tired of waiting for the delivery of my last Toque order and I imagined my lazy postman being snuffed. Toeback is of course a snuff you pour on your feet first and sniff it from there. It might not be ammonia that´s coming a bit strong.

I’m guessing its just a cheap storage container as Toeback just translates to tobacco (Dutch). I messaged the seller to find out if theres any more writing on it and if it is sealed,if there seems to be anything in it. I’ll let you know.
Hello Norwester, I think you are right. The painting looks like a cheap Delft blue imitation. The right word in Dutch is TABAK. Toeback suggests and old way of writing. Jaap Bes.
Thanks Jaap,thats what I thought about the painting also. The seller told me though that it says “Captain Spice” on the other side of the tin and Googling further I found a Captain Spice pipe tobacco thats made in Denmark. Dark Cavendish with vanilla flavoring. He says it is sealed and full though.
